India’s Budget for 2026 is out with a huge focus on mental health and Disability this time. The Union Finance Minister Nirmala Sitharaman announced the establishment of NIMHANS 2.0 in North India. This step has been taken by the government due to the lack of mental health Institutions. There were more steps regarding mental health announced in the budget, going to a central stage for mental health.
What is NIMHANS?
In Bengaluru, Karnataka National Institute of Mental Health and Neurosciences (NIMHANS) is a multidisciplinary institution that integrates mental health and neuroscience in India. The institute provides mental health care services, research, and training. The institution’s history could be traced back to 1847, when it was known by the name of Bangalore Lunatic Asylum. In 1925, it was transformed under government institution and renamed the Mysore State Mental Hospital. The hospital and All India Institute of Mental Health (AIIMH) were merged, and NIMHANS was officially established under the Ministry of Health and Family Welfare.
People across the country travel to receive the services provided by NIMHANS. Professionals in the field of mental health take training programs from the institution to upgrade skills and expand knowledge. The institution also runs academic degree courses for students, including a PhD program, Diploma courses and postgraduate programs.

Key Mental Health Initiatives Announced
The following are the measures highlighted during the Union Budget:
- Upgradation of Mental Health Institutes in Ranchi and Tezpur as per the service requirements.
- NIMHANS 2.0 to be established based on the framework of NIMHANS Bengaluru.
- Divyangjan Kaushal Yojana, which would focus on developing employment readiness skills for people with Disability. This would improve employability and workplace inclusion.
- Divyang Sahara Yojana emphasises scaling the access to assistive devices and technology.

Factors driving the mental health focus budget
The following are the reasons that this time budget in India is focusing on mental health:
- The Economic Survey (ES) 2026 highlights mental health as a major challenge faced by the public.
- ES also mentions that among the age group of 15-24 years, social media addiction has increased, which impacts their social connection, academic performance, productivity and sleep cycle.
- A huge number of research studies show a rise in Anxiety, depression, self-esteem and cyberbullying-related stress among people.
- Reports also alarm the rising rates of suicides and mental health disorders among all age groups.
- A huge gap in demand for services compared to the professionals available.
- Advanced mental health services are regionally concentrated and limited; as a result, people have to travel a long way.
Way Forward
The Union Budget 2026 was focused on Strengthening India’s Mental Health Ecosystem and upgrading inclusivity for persons with disabilities. The key milestones announced covers expansion of allied health, not just services, but Institutions and professionals to upgrade both availability and accessibility. Transferring the key mental health initiatives would require community support, grassroots engagement and overcoming challenges that previous schemes and policies had. Such measures support individuals with mental health issues along with families and ultimately the community as a whole.
